Card testing is fraud. It means running stolen card numbers through a payment processor to see which ones still authorize. Against Stripe, that traffic comes from real merchants' accounts, real issuers, and real cardholders. In the US it falls under 18 U.S.C. § 1029 (access device fraud) and state identity theft statutes. It also breaks Stripe's Services Agreement.

What I can write instead: how Stripe Radar rules work, how issuers score authorization attempts, how merchants detect testing bursts (many small declines, one BIN, rapid velocity), and what the chargeback and dispute process looks like. Those are documented, legal topics.
Longtail Stripe Card Testing Attack Guide
If the goal is to test an integration, Stripe publishes test card numbers and a test mode that never touches live card networks. That is the only sanctioned path.
